Our mission
The Office of Policy, Strategy & Governance is dedicated to shaping the future of public policy, and legal and governance innovation. We are an interdisciplinary team that includes legal, policy, governance, data science and social science expertise.
We leverage our expertise in Web3, blockchain, cryptocurrency and bioengineering to achieve results.

Educate legislators, regulators and policymakers about complex technological innovations, the public benefits of innovation and how to harness advancements in innovation to solve regulatory and societal challenges

Forge and bolster alliances with like-minded external partners such as academic institutions, think tanks and industry organizations as we collaborate with blockchain, AI and biotech communities for thought leadership and innovation.

Our unique governance experience
Led by our visionary founder, Charles Hoskinson, we aim to drive the adoption of governance frameworks inspired by our work on the Cardano and Midnight Blockchain ecosystems, including the first blockchain community-approved, on-chain ratified constitution – the Cardano Blockchain Ecosystem Constitution – that created a fully functioning system of decentralized governance for and by the Cardano community not backed by a sovereign state.
We see governance innovation as central to our work to address regulatory uncertainty and fragmentation in emerging technologies, reduce the gap between technological advancements and legislative comprehension, and address the lack of forward-thinking governance structures adaptable to tackle complex global challenges.
Working with The Venture Studio, we use our knowledge, networks and skills to seek new opportunities and challenges; spark creative answers from many sources; shape ideas into practical products and solutions; and shift ecosystems in new directions.
We educate legislators, regulators, policymakers, and the general public in the U.S. and around the world through workshops, seminars and direct engagement.
We create forums and other opportunities to promote innovative regulatory and policy developments, and new governance models.
We endeavor to pave the way for sandboxes, flexible trial designs, leveraging digital health technologies, expedited review and approval pathways and other approaches to accelerate advancements in biotechnology.
We work to develop and showcase applications of blockchain and AI in legal processes, such as algorithmic law; and explore how AI and blockchain can revolutionize legal decision-making.
Starting with Cardano’s pioneering governance model and Constitution, we research, analyze and design new governance paradigms made possible by decentralized technologies like blockchain.
A new blueprint for society
A society grows great when older generations plant trees in whose shade they know they shall never sit. And that’s the point – why we’re here planting trees. It takes a long time to grow these systems and build these systems up.
