Cardano's core protocol work continues in the same hands, now at BlockPQR

What the work involves

Four connected workstreams make up this work. Together, they form the foundation on which everything else on Cardano is built.

Ledger covers the rules that define how Cardano validates transactions and moves from one state to the next, together with the node engineering that keeps them dependable: fixing bugs, running continuous integration, signing off releases, and shipping operator-first command-line tooling with predictable, script-stable output. This is the work that lets builders develop against a platform whose behavior they can count on.

Blockchain Indexer reads data off-chain and makes it fast to query. Wallets, explorers, dApps, and backend services rely on it to view balances, transactions, and on-chain state without scanning the whole ledger themselves. Strong indexing is what keeps applications responsive and lets builders ship features that depend on live chain data.

Formal Methods write the protocol as precise, machine-checkable specifications and turn them into code, with the ledger's rules stated as invariants rather than left implicit. The team proves what can be proven and benchmarks the rest, so Cardano's guarantees about correctness rest on mathematics, not testing alone. This is what lets the network grow and change while staying provably sound.

High Availability keeps the network producing blocks around the clock. It covers monitoring, incident response, and the block-producing infrastructure that runs remote-first across time zones, so someone is awake whenever a node is not. This is the operational backbone behind Cardano's uptime, the assurance that the chain keeps running reliably whenever and wherever demand arrives.

The people behind the work

Protocol engineering at this level depends on the people who do it. The IO engineers responsible for this work are moving to BlockPQR and taking the codebase with them, so the same hands stay on the same code. This continuity matters more here than any company name on a contract.

This is not a new team learning Cardano from scratch. The same engineers contributed to the van Rossem hard fork through the Intersect Hard Fork Working Group, alongside IO, the Cardano Foundation, Emurgo, Midnight, and Intersect. At BlockPQR, they carry on work they already helped shape.

BlockPQR will quickly become a fitting home for this team of protocol builders who came out of the first generation of proof-of-stake work: the consensus layers, networking stacks, ledger rules, and operator tooling that Cardano is built from. They will take work from research to mainnet, building on the foundations already established in the codebase. They specify in the open, prove what can be proven, benchmark the rest, and aim to leave behind something a team can maintain for years.

The team is led by its founder, Leonard Hegarty, who was director of technical delivery for the Cardano blockchain at IO. During the van Rossem upgrade, he served as spokesperson for core infrastructure components, responsible for the readiness of the tooling, libraries, and indexers that operators and builders rely on. Earlier in his career, he held a delivery role in investment banking, running Market Making Technology across Asia, the Americas, and Europe. He is currently director of blockchain at Midnight, leading the effort to bring it to mainnet and the releases beyond.

What ties the work together is the range of skills it demands: Haskell engineering, distributed systems, applied cryptography, formal verification, and peer-to-peer networking built to hold up under load. Few teams hold all of these at once, and it is what lets the same people own this codebase end to end, from the rules on paper to the nodes in production.

IO Labs stays close throughout. It continues to support delivery and holds primary responsibility for the initiatives and milestones, under the model it uses with its specialist partners: Intersect gates each milestone, every line of development is published in the open, and the delivery plan is agreed before work begins.

What this means on the ground

For the people running and building on Cardano, almost nothing changes. The protocol is already in production and continues to operate exactly as it does now. Nodes behave the same. Upgrades still travel through the Intersect Hard Fork Working Group, with the customary run across test networks before they reach mainnet. The same engineers stay on the work, now at BlockPQR, and IO Labs remains responsible for delivery as before.

Looking ahead

Future work will happen in the open. BlockPQR will publish its milestones to Cardano's public repositories and track them through Intersect. The first work is ongoing maintenance and a predictable upgrade cadence, followed by deeper performance and scalability work as the network approaches its 2030 targets.
